Conway libraries face closure 9/5/2007
Six libraries face closure and others will be modernised in a proposed shake-up by Conwy Council. Proposals to modernise libraries and offer services fit for the future are unveiled following a detailed review and public consultation.
Libraries identified for improvement are Abergele, Colwyn Bay, Conwy, Kinmel Bay, Llandudno, Llanrwst and Penmaenmawr Libraries. The six libraries identified for closure Cerrigydrudion, Deganwy, Llandudno Junction, Llanfairfechan, Llangernyw and Penrhyn Bay.
Rona Aldrich, Conwy's Head of Library, Information and Culture said, "Public expectations have changed and the general feedback was that a much more modern role was needed for the Service. People wanted more emphasis given to IT, more zoning of library areas for particular uses, services aimed at particular groups, more staff support to be available and libraries to be open for longer and at more convenient times."
A report has been produced, which discusses the potential development of seven core libraries to offer better facilities including more computers for public use and support to use them, zoned areas targeted at particular sections of the community particularly children and young people, more space and comfortable areas for people (particularly the elderly) to browse and relax, improved collections of books and other materials and automated lending services.
At some of the sites increases in opening hours will also be proposed including at weekends.
The report will also recommend that six libraries, where physical conditions are poor and/or the potential for development is limited, where opening hours are limited, with books and buildings being unused over significant periods of time and/or where use has declined over the last 5 years should be closed.
The proposals for library services in the affected areas will be further explored with the community prior to the report going to Cabinet for final decision in July.
Where libraries are closed down, lending services will continue with the mobile library (full disabled access) visiting various locations in the community.
Opportunities for volunteer (community) transport to take people to the nearest library for specific activities/times will be investigated.
Consultation will take place within the local communities to identify champions to promote library services.
Discussion with schools and other groups for children and young people to see how their needs can be met locally.
Identify locations for reading groups, story times and other outreach activities to take place.
